A Day At The Races

In the final years before the handover, "localization" was the mantra in government, filling positions long occupied by expatriates with local Chinese instead. When local jockeys called for the same, they met a less-than-enthusiastic response from the public. After the long, hot summer, when the horses go on hiatus and Hong Kong people occupy themselves with other non-equestrian pursuits, the public was in no mood to fix a system that wasn't broken.
